The Executive Director is the chief executive officer of SC Housing and carries the overall responsibility for the strategic direction, operational management, and fiscal integrity of the agency. Working under the guidance of the Board of Commissioners, the Executive Director ensures that all housing programs and operations including those funded by federal, state, and local sources are executed in full compliance with applicable regulations. This role serves as the primary representative to external stakeholders, government agencies, and community partners while fostering an organizational culture that reflects our mission, vision, and core values.

Key Responsibilities
Strategic Leadership and Governance
- Develop, implement, and monitor long-range strategic and operational plans that align with our mission and vision.
- Strengthen SC Housing’s image, awareness and positioning in the housing industry.
- Propose new initiatives and programs to build revenue and profits for SC Housing.
- Provide sound policy recommendations to the Board of Commissioners based on data, emerging trends, and regulatory updates.
- Serve as the primary liaison between the Board, regulatory bodies (such as HUD), and community stakeholders by preparing reports, and performance updates.
- Chief representative for SC Housing ensuring that all Board reports and decisions are supported by informed and comprehensive analyses.
Regulatory Compliance and HUD Program Oversight
- Monitor all legislative issues related to housing and governmental affairs, disseminates reports and coordinates agency implementation as warranted.
- Manage all funds, bonds, securities and other assets of SC Housing.
- Oversee the administration of all housing programs including Housing Choice Voucher (HCV), Low-income Housing Tax Credit (LIHTC), Housing Trust Fund, and other related initiatives ensuring full compliance with HUD and state/local regulations.
- Interpret and apply relevant laws to guide and enhance program operations.
- Maintain high performance standards by monitoring compliance, implementing corrective action plans when necessary, and ensuring robust internal audit processes.
Operational Management and Process Improvement
- Develop internal performance benchmarks and Key Performance Indicators (KPIs) to monitor operational effectiveness and customer service.
- Collaborate with executive teams and Internal Audit to identify, assess, and implement process improvements that mitigate risk while supporting our mission.
- Ensure that standard operating procedures are regularly updated and consistently applied across all departments.
Financial Oversight and Resource Management
- Oversee operating budgets and financial forecasts, ensuring fiscal accountability through effective internal controls and timely reporting.
- Secure diverse funding sources including federal grants, state funds, and local contributions to support agency programs.
- Present comprehensive financial reports to the Board and funding agencies, maintaining transparency and demonstrating sound fiscal management.
Workforce Culture and Community Engagement
- Foster a culture of accountability, continuous learning, and ethical conduct through regular training, performance evaluations, and mentoring programs.
- Act as the primary spokesperson for SC Housing, representing the agency at meetings with local government, community organizations, media, and partner agencies.
- Cultivate robust partnerships with community stakeholders, advocating for affordable housing initiatives and building trust within the community.
