Our Procurement Department plays an integral role in supporting SC Housing’s mission of creating quality, affordable housing opportunities for the citizens of South Carolina. As a member of our Procurement Team, you will work under the general supervision of the Procurement Director, assisting and coordinating the procurement of all services, supplies, and equipment for SC Housing. Our Procurement Team is small but mighty, performing all the same functions of a much larger agency. This means more varied tasks and opportunities to grow your knowledge base!What will you do?
In this role you will be responsible for:
- Ensuring that all procurements are made within the guidelines of the State Consolidated Procurement Code.
- Working with SC Housing staff to properly procure items necessary to meet the agency’s mission and goals.
- Coordinating and working with Division of Procurement Services (DPS) with SC Housing purchases.
- Coordinating, preparing, and submitting of all reports as required by DPS and other regulatory entities.
- Managing the negotiation process, implementation, and status of agency contracts for goods and services.
- Managing the Agency Procurement Card Program.
- Utilizing industry project management systems/tools to manage multiple timelines, tasks, and projects.
- Assisting the Facilities Manager with activities related to strategic or tactical purchasing, inventory control, receiving, and surplus.
- Developing and implementing policies, procedures, and internal controls for the Procurement Department and monitoring compliance.

Minimum and Additional Requirements
- Agency Minimum Qualifications*:
A Bachelor’s degree in Business Management or a related field of study and four (4) years of full-time experience in procurement, purchasing and/or contract management.*An equivalent combination of education and experience may be substituted to meet the agency minimum requirements. (i.e. 1 year of education = 1 year of related experience).
Additional Requirements:
Knowledge of the rules, regulations and provisions of the Consolidated Procurement Code. Knowledge of principles, practices and terminology of procurement. Knowledge of procurement management and supply functions.Good verbal and written communication/presentation skills. Must be able to establish and maintain effective working relationships. Good research and analytical skills. Excellent organizational skills, time management skills, and detailed-oriented. Must be able to think abstractly with excellent negotiation and problem-solving skills. Must be able to effectively work with new and changing situations, while maintaining familiarity with industry trends and improvements. Must be able to work independently as well as part of a team. Must be able to analyze, interpret, evaluate, and summarize complex procurements. Must be able to identify and analyze factors related to awarding contracts. Must have a valid SC Driver’s License or the ability to obtain one.
Must be able to lift and carry files, books, and reports weighing up to 30 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations.
